How to Bloom a Flower

I have been observing Silverweeny for a long time. Now I know what the problem is just by looking at the flower. Silverweeny hasn't been blooming lately because of a problem in the soil. Hm…… It seems that a slight abnormality has occurred in the flower blooming melody.
I don't need to explain the details to an outsider like you, not that you would even understand. But since you are here, I want you to do something for me. Gebruik <HFFFA7272>Collecting Skill of Level 9 or higher<HFFFFFFFF> on the Giggler Guardians in the Mist Plain to obtain <HFFFA7272>4 Finest Bells<HFFFFFFFF> for me. I will be counting on you!
You would have to go quite far north from this village to reach the Mist Plain.
