According to this Stone Tablet, the Death Plain is under a phantom spell. The spell was for protecting a temple which once stood there, so that a phantom appeared to anyone approaching the temple. I think Dag saw one of them.
The Stone Tablet has instructions on how to break the spell, so I think different people made the spell and the Stone Tablet. I need some ingredients to follow this, though. Do this for me.
