First, go to the <HFFFA7272>Border of Settlers Camp and Old Cabin, which is Southwest<HFFFFFFFF>, and kill the Gnoll Chief <HFFFA7272>Shakhan<HFFFFFFFF> and find the <HFFFA7272>Gnoll's Covenant Letter<HFFFFFFFF>. After finding it, take it to <HFFFA7272>City Representative Kiprosos<HFFFFFFFF> in the <HFFFA7272>Center of Laflesia<HFFFFFFFF>.
